I think if we're talking about a specific job at a specific company then that's obviously untrue. Some people stay stagnant professionally at a particular company for years on end, progression in this sense is too dependent on extraneous circumstances in my opinion.
However, if we're talking about job as in the profession or an occupation of an individual, I'm of the view that progression is possible in an industry you're in, whether that be a monetary progression or a positional one.

No. Unless it's giving you skills and experience that'll lead to better things. People who move up the ladder in a company aren't the ones good at their job, they're the ones who get experience in things that they can use when a promotion comes up.
