It is about Jim Morrison, the quote from him saying "I am the Lizard King!", which was a bit of a poetic exclamation that was an expression of being in power and on top of the world.

In this particular clip, the character is using language to intimidate and demean the character in the car (Andy). This is why I think he's just using 'I am the Lizard King." as a way of expressing his message: "you're weak, I'm strong".
