Lots of songs can give me chills/goosebumps.
I'm a rock guy, but I'm going to go off reservation here and name some different stuff.
First, some classical music is bad ass and can do that to me. Beethoven's Ode to Joy, Wagner's Ride of the Valkyries, Rossini's William Tell Overture are a few of many examples. Here are a few more samples:

There are several songs which can do that to me, though not every time. Songs like that I have heard too many times for it to always affect me, I guess. Now that you mentioned Radiohead, I come to think of 'Street Spirit' and especially 'Reckoner' <3

Brain Wilson's album No Pier Pressure. If there was a formula for perfect expression of music's potential beauty on an artistic (emotional) level that man had the most skill for it of anyone I've ever been exposed to - everything about it is masterful.
In a more technical sense of songwriting creativity/perfection Elton John's Funeral for a Friend; listening to that song makes anyone realize how oversimplified and lacking in creativity/quality modern popular music is.

I love this question. I’m trying to think of one now. Sometimes I listen to the song over and over until it no longer wrecks me. I don’t know if there’s one right now that continues to give me chills. Maybe if I heard it live, or in a piano or acoustic version. I’m thinking still…

Dimmu borgirs cover of twisted sisters burn in hell. Its very dark and brutal compared to the original. To me it's about a guy who has no options left in his life except to annihilate his enemies and make them and their entire families suffer for wronging him. It was my favorite song when it came out, I believe I was about 15. Me and a friend used to BLARE it in my car all the time, and I have so many memories attached to that song. It always makes me pause when I hear it because it just overwhelms me with emotions

There's not a song that can regularly give me that sensation. It depends on the mood and the context i hear it in. Different songs managed to do that for me in the past but not every time I hear them.
