Off the top of my head, probably grand admiral Thrawn. Intelligent and extremely competent, but realistically so. Cultured and knowledgeable, and (demonstrably!) capable of being a major threat without seeming boringly invincible. Humble enough to avoid all the major mistakes villains traditionally make, and all the more terrifying for lacking those glaring weaknesses.
Since it's feasible that he actually shines all the brighter for coming after (and thus contrasting with) the likes of Vader and Palpatine, I'll also toss in Inspector Javert. He's almost an anti-villain; there's nothing really "bad" about him, save for his lack of empathy- but even that comes from a burning, overzealous dedication to justice. Skilled, sharp, and dedicated, in ways that adaptations almost always get wrong. They usually depict him as having hunted Valjean relentlessly for years, but he didn't; he just recognized him after knowing he'd been on the run for a long, long time- Javert knows only what he knows, but he sees, and he thinks, and he does not forget. He also holds himself to the same exacting standards- when he begins to think that the mayor is, in fact, this old parole-breaking criminal, he immediately sends off to verify it, learns that Valjean has been arrested in another city, and, realizing that 1. he's insulted the mayor, and 2. he's shown incompetence, visits the mayor to apologize and seek to be disciplined for his failure- not to hand in his resignation, "for resignation is honorable". Far from just another lawman with a stick up his ass, he sees himself as an avatar of Justice, and acts accordingly- the most defining scene, to my mind, is when he moves in to arrest an armed and dangerous gang of thugs, one levels a pistol at him; Javert tells him "Go ahead; it won't fire"- AND IT DOESN'T. Not simple bravado, they were the words of a man who believed himself on a mission from God, in all but name. Javert is more tragic than villainous, but is a great character in either case.

Most Batman villains same goes for Spiderman since both are very similar.
Raul menendez typical drug cartel runner until you get to see his perspective of his sister been blown up instead of it been him sending him into a rage like no other, then he makes very good points about how tech will ruin the world as he hacks drones across the world (Black Ops 2).
Light he can kill with a name and face all along while been one of the smartest people in the room (Death Note).
Annie strong silent type with one job that one job leads to clear inner conflict that is somehow portrayed perfectly within the little she does in the story (Attack on titan), Cinder when your the main villain and should be the name people say that brings them fear yet one villain stands above you as an abusive motherly figure that always overshadows you (RWBY).
Varga the creepy man who feels untouchable no matter what also I quote this line "The problem is not that there is evil in the world, the problem is that there is good. Because otherwise, who would care?" (Fargo).
Mr Gold aka Rumpelstiltskin how could anyone not love him (Once upon a time).
Garou he protects kids? he hates bullies? surely a hero right? nope he hates those also (One Punch Man).

All-time? The Joker. He’s just such a complex and interesting character no matter how he’s written that the debate over “which is best” inevitably ends with “has there ever been a bad version?”.
But Nerdflix handed us a solid by fully fleshing out “Karate Kid” characters “Johnny Lawrence” and his nemesis “Daniel LaRusso” in “Cobra Kai”. Never have i ever struggled more to decide who is the villain and who is the hero. The show is fantastic, but it’s absolutely unbelievable if you know and luv the origin story.Ozymandias from Watchmen, a villain that explains his plan only after he had completed his plan.
Joker, simply because every depiction of him so far could be seen as one aspect of his insane personality.
The MCU version of Baron Zemo, who didn't care about getting imprisoned. He had a plan, his plan succeeded, and he got his revenge. The rest of it didn't matter.
It's hard to choose a favorite, a good villain is made when you understand his reasoning for doing horrible things and when you can summarize his personality into a single word or theme, and having the conviction to do everything possible to live up to that word. Apocalypse and his survival of the fittest, Thanos and his quest for universal balance.If I had to pick one I'd have to go with Doctor Doom. He can ride the line between hero and villain. Is well versed on magic, tech and science. Also despite the fact that he can be evil and cruel evil, his back story does give you a soft spot for him. Also like Wakanda, Latveria would be a hell of a lot better off if pretty much every other country, government or organization would simply butt out. Because whenever they try to change or "save" both, they tend to do a hell of a lot more harm then good.

Yes, Homelander is a fantastic portrayal of how a manufactured superhero would actually be like in our world more than likely.
But my favorite supervillain of all time is hard. My Hero Academia villains like All for One and Overhaul get honorable mentions. Professor Moriarty is a super criminal and almost counts. But I think Magneto or Darkseid is my favorite villain. ICONICI'm with you on Homelander... jeez, he just doesn't have limits.
Also I realise this is an old one... but back in the day, the original Freddy Krueger film, Nightmare on Elm Street... that was a game changer for psychological horror for me.
Oh yes! Homelander! Before him, I would say The Joker portrayed by Heath Ledger but Antony took it to the next level with his acting, facial expressions and the way he transitioned his moods in the series. Loved it!
Shadwell from the novel Weaveworld by Clive Barker. Described as an old fat balding salesman you’d never look at twice. Thing is he has this magical coat that when he opens it you see something you’ve always wanted. Once you take it you’re indebted to him almost like a drug addict.

Ugh, that show was so Woke I could barely make it through a viewing of an episode. Every single episode was about ass fucking and dildos and strap ons and gay butt sex. What does that really do for the episode? Do I really need to see a superhero shrink himself down and leap into a homosexual’s asshole to search for his prostate?

But best villain tho? Palpatine from Star Wars. Man just having a good time causing evil and super sadistic.
