That's hard to say what the best horror movie is since many people might consider certain movies as horror and others wouldn't consider those same movies as horror. For instance, "Jaws" or "Alien".
However, I do have two favorite horror movies that are clearly horror movies.
The 1960 British film "City of the Dead" which was renamed (and edited to remove two scenes) in the US as "Horror Hotel". In an ironic twist of fate, this movie is not copyrighted in the US, so you can watch it for free on YouTube.

Last Night in Soho is a good one
Here's a list of the more interesting ones, rather than "Kill, kill, kill," lol.
Fright night (1985 version) is one of the best horror movies I've ever seen. The special effects make it look so real! This one's a vampire film. One of the better ones no doubt!
"Night of the creeps" is another good one. In this one, these little slug-like creatures slide into people's bodies and turn them into killers. It's kind of a horror/Comedy
"Prom night" (1980) with Jamie Lee Curtis. I love her! lol A great horror, but also mystery film!
"The Final girls" with Taissa Farminga is another awesome movie. That ones about a girl who loses her sister in a car accident and later, she's watching a horror movie with some friends and they end up getting sucked into the movie, and it all turns real.
"Psycho" (1960) if you're looking for a great classic slasher suspense and horror film, this one will really put you on the edge of your seat.
" Bubba-Ho-tep" Feature's Bruce Campbell. Elvis Presly, or he believes he says he never dies and he's in a nursing home, and this creature is terrorizing the home. This movie was interesting!
"Stir of Echoes" Kenin Bacon is in this one. His sister in-law hypnotizes him and he ends up being able to see ghosts, and he keeps seeing this girl who got murdered, and he ends up trying to solve her murder.
My personal favorites would be Halloween (2018), and Sinister. From these categories, you can sort through it and watch whatever you want.

- Alien, 1979 (has a really good atmosphere and is pretty tense later on)
- No Country For Old Men (not horror, but has the MOST intense scene i have ever watched and overall has some horror elements to it due to the antagonist)
CREEPY BUT STUPID: (james wan movies)
- The Strangers (kind of psychological in the beginning, but goes slasher)
- Any James Wan movie: Conjuring, Insidious, Anabelle, etc.
- It Follows
- Saw (first one is good)
- Mama
- Exorcist (not as stupid as the others)
PSYCHOLOGICAL HORROR: (the scariest or is very unnerving)
- Hereditary
- Sinister
- The Babadook
- Zodiac (has the creepiest/most tense scene from a horror I've watched)
- Kairo (known for having a very intense/creepy scene that frightens people)
- The Witch
- The Lighthouse
- Mindhunter (this is a TV show, but it I think it has creepy parts and overall makes you think later after seeing it, since it's based on real shit)I like horror movies but I haven't seen a lot of them. So far Id say the first Conjuring movie was my favorite and the new Hellraiser movie on Hulu is also really good.
It's a horror/thriller and maybe a bit on the older side nowadays lol, but I really liked:
The collector and part 2 the collection.Anything in the Conjuring series and Curse of La Llorona was pretty good too.
Terrifier, High Tension, Creep (ignoring how unbelievably stupid the girl was in the second one), and I like the ABCs of Death movies.

I love horror movies so Evil Dead series is always my favorite
The Conjuring 2. Scared the shit out of me. Especially that one infamous jump scene.

Wes Craven's New Nightmare. I love the way it was done. Cannot describe it without spoiling it.
It's not really my favourite genre but The Exorcist scarred me for life.
"Best horror movie" is an oxymoron. I hate horror movies. But nightmare on elm Street scared the bejeesus out of Mr as a kid.
