Why does all the Fallout games stuck in the 60s?

No, WW2 ends exactly the same way as it did in reality. Where the Fallout universe deviates is that instead of fearing and jealously guarding atomic technology, the world embraces it and enters a tech boom in which atomic power and weaponry become common- so common in fact that even cars are powered by nuclear fusion batteries and gas stations are replaced by coolant dispensaries, as an example. In exchange however, computer and conventional weapons technology are extremely primitive since that wasn't the direction research and development went.
It's not exactly accurate or logical to what would've actually happened, or what 200 years after nuclear annihilation would actually look like, or really even a grasp on the concept of time in general, but it's supposed to be seen with a heavy dose of fantasy that seems to get heavier with each progressive title.
The Fallout timeline doesn't meaningfully diverge from our own until the dawn of the 21st century, aside from the lack of development of the transistor. The lack of the innovations that brings keeps things in a 1950's-style sociologically, but the Great War doesn't start until 2077, when the nukes flew.
It's not that war never ends, it's that war never changes.
Well, except in Brotherhood of Steel, but we don't talk about Brotherhood of Steel.
It could be inferred that technological progression in the Fallout universe was hindered due to numerous conflicts and other factors. As evidenced by the initial mission in Fallout 4, where a museum primarily showcased artifacts from World War 2 and the 1800s, the presence of historical technological advancements seems scarce. One might envision the technological development in the Fallout universe as resembling that of the Anime series Naruto. In Naruto, although set in the 80s, the visual depiction of the era appears more primitive due to the devastating impact of the Great Ninja War. I apologize for introducing an anime reference into this matter.
