My sister's boyfriend stole my grandpa's chain and never repaid or gave it back. Was my family right for letting the boyfriend back into our home?

My sister's boyfriend took and pawned my grandpa's chain that my mom gave to him as a gift 25 years ago.

My mom was letting him stay at our house at the time then she kicked him out once that happened

My sister kept having him come over against my grandpa and my moms wishes at the time, that eventually my mom gave in and let him stay in our garage at least

Fast forward a year later

Now that the garage is being fixed she let him sleep back in our house and watch our tv
Because she doesn't her daughter to be out in the hot sun

The problem is 1 yr and a half has passed and this guy never payed my grandpa back yet he gets all the luxury back from my family because my sister said screw the rules.

Is my family going about this the wrong way?

Yup. You're lettin' the guy walk all over y'all, bc your big sister "loves him too much." Here's some sound advice:
1) Talk to just your parents and try to get them to see the issue with this dude stealing and stayin in the garage after.
2) Hope that that gets the guy to either apologize and make up for it or get his own damn place.
3) If all is successful, try not to let your sister know you were behind it, maybe get her a cheap vibrator asap so she is possibly more likely to get over the dude.

I would say he can be forgiven but should definitely pay them back for it. When my brother was on drugs he stole some sterling silver flatware my grandma had for yearsss and pawned it. My grandma forgave him but he has had to pay back EVERY penny (and then some I think) for a new set. Does he feel remorseful? I know my brother did and thats why grandma was able to forgive him.
