Most people tend to over blink when staring directly at me & the females tend to either look down if they come into contact with me or forcefully look the opposite direction

Yeah, that's because being stared at is extremely uncomfortable for most people. Have you never noticed that?

I've been in situations where a very attractive student in my community college was stared at/gawker at by both genders repeatedly

With me these same people would scorn or act very defensive or condescending if I stared at them

Well then it's how long or intensely you stare, obviously you're really creeping them out with how long you're looking
