How to Stand up for yourself when disrespected by friends?

So here’s the long story. I was planning to meet a friend and asked her whether or not she’s free tomorrow morning so we can go for breakfast. She said she has a family event that she needs to attend to tomorrow and then proceeded to ask me whether I was free tonight or not. She then even stated that she’ll ask her sister and get back to me. I told her let’s plan something for 730 tonight and then I specifically told her to let me know till 645 whatever she decides to which she replied ok I’ll let Yk. She never got back to me.
so my problem here is that she’s done this more than twice now, and I feel disrespected. I didn’t contact her again asking are we on or not because I mean it’s just plain disrespectful to do this. I want to know how to let her know that i found her behaviour disrespectful so that she doesn’t does this again. What should I do?

I'm not reading the whole deal so this is a reply to your title question. In general it isn't a friend if they disrespect you. Everyone messes up though and I don't throw away friends like that. I would flat out tell them I thought whatever was disrespectful and explain why I thought it was disrespectful. Depending on how that goes determines how the friendship goes.
