My male friend was checking my little sister out? Should I be mad?

I’m 15 my male friend is a year less older than he (he is 14) we in the same grade it’s just that his bday is late. My sister is one year less older than me. So they kinda basically the same age. One what happened was I noticed sometimes my little sister would be sitting down in the couch and when he walked past her he would put his head slightly down and side glance at her. I got mad but kept it to myself. than I was going downstairs my mom was getting out the pizza. My little sister was sitting down in the couch then he walked passed her then instead of getting into the chair, he grabbed it pretending he was gonna get in and just stared at her for 2 minutes. I remember just secretly watching him? I was downright mad he was checking her out like that? Not because I like him we are just friends him and my sister don’t even talk but your not supposed to look at your friends sister. He looked away fast as soon as my mom asked my little sister “do you want to eat anything” than she said “no thanks” than he looked away as if nothing happened? I don’t know if I should get on him
