Would this be inconsistent parenting?

Growing up, my father had no reaction to some things that needed to be corrected but would yell over trivial things, overdoing it what didn't need a reaction. Or underdoing it when something needed more than just talking.

Things that would get him upset; it was followed by a yelling that would scare the hell out of me; along with insults:

- Accidentally spilling a juice on the floor and the glass breaking

- Not understanding my math homework, him expecting me to already get the answer right on after his 2nd explanation.

- I lost an expensive bracelet my godmother gave me for Christmas.

Ironically there was no yelling nor correction on these things:

- Getting suspended for 5 days for stealing at school. I was in 8th grade and even though it wasn't my favorite school, it did suck to get suspended. My father advised me to tell my classmates a lie about getting taken to Disney and come with a smile upon returning to school, act like I don't care, get on with the flaw.

- Egging a house with my friends. The property owner complained and my dad got upset with the owner, call him a liar, etc.

Would this be inconsistent parenting? On rare times did the consequences match the wrongdoing but many times it didn't make sense.
