Why do adults who think spanking kids is okay not think spanking themself would be okay?

Got into an argument with one of my brothers about this. He thought spanking was good for kids because it taught them respect. I asked if he got pulled over for something and the cop spanked him, would that make him have more respect for cops and the rules of the road? Obviously he said no and called it a ridiculous comparison. He didn't explain why it was ridiculous though he just got angry and embarrassed and left the room.

Both situations there's an authority figure and a person who broke a rule and so gets punished. Why is it okay and teaches the child respect to spank them, but not okay and only makes adults angry and embarrassed? Wouldn't it be the same for both—either both children and adults it is good to spank and teaches respect, or both children and adults it is bad to spank and just makes them angry and embarrassed?
