oh and is it fancy enough for winter dance and if not how can I make it good enough because my mom won't get me a new one

I think this dress is a little too "club" for a winter dance, but you can make it work. To play it down a bit, I would suggest wearing black hose/tights and a closed toe pump in either silver or black. Minimal jewelry. Wear your hair down and with a little curl at the bottom, similar to the woman modeling the dress. This will produce the best effect. Too straight will downplay the dress.
