Fancy living-How can I dress casual yet upscale for a cocktail resturaunt?

There is a networking event at a cocktail bar/resturaunt in a couple days but I have no idea what to wear! The vibe at the place seems casual yet upscale. I want to look good for it so I can make a nice impression.

Im open to an assortment of ideas just keep it within a fair budget.
