I would probably avoid this. I heard about a guy losing his job just for calling the girls he was coaching beautiful.

It's absolutely ridiculous. I personally would love the compliment, but now thanks to the snowflakes who think guys are creeps and want to get you in bed. I will never know what a compliment feels like.

I have much more respect for a guy who will actually offer a compliment, like "I like your outfit", or "that dress looks great on you" or even something like "you have great legs", rather than some rude catcalls or whistles. It's just about guys showing a bit of class.

I would take it as a compliment, but obviously others would not. In today's world, I think there is far too much "political correctness" and people taking what is basically a harmless comment and twisting it out of context and into an insult or sexual harassment, and that's just sad. I can only say that it's pretty clear that the line is not the same for everyone, nor the same for every workplace.

I think a lot of women do overreact to some basically harmless comments, but I think I'm a bit more easygoing and understanding to go that route. If I thought a guy was being inappropriate with me, I would take it up with him directly rather than running to HR. Sadly, I agree that maybe that fear will prevent some men from possibly giving a harmless compliment and possibly engaging in some conversation.
