On the general analysis though, I don't always find neotenous features associated with cuteness. Take Margot Robbie:

Those differences are just made up.
No because it’s down to the person. Your person of hot could be different to 20,000 other people but your version of cute could be the same as 20,000 other people. Everyone views things differently. Short version, no.
There is no difference between the two. They are just two terms used to describe the same thing. If you were a guy you would now that. But you're not.
Not really. Each face is unique. Ex- A tall forehead might just mean that some ladies' hairline is receding, not a sign of youth.
