I do plan on blatantly telling him that I like him, but I didn't make effort to talk to him a few days ago because I became confused by his tendency to ignore or avoid approaching me.
Also would it make sense for him to sort of become angry or upset if I did not approach him anymore as quickly or often as I usually do?

- wow this is old. turned out that he did like me but unfortunately another girl he liked was also in the same area as I was which caused with withdraw from that time and he eventually had to move so couldn't really pursue anything with me.

Well I used to like an extremely outgoing guy and from experience him backing off and avoiding you is his was of telling you he can feel that you like him and he doesn't like you that way. I know it sucks.
It always difficult to gauge outgoing people. I usually try to stay away from them.
