How should I compliment his lips?

ok so I like this guy and we have became so close to almost kissing but something ruins it each time. But then yesterday we were so close because he touched my lips and everything and then someone came around and started talking to me.but I think that he thinks about it and when we hug are faces are really close and it looks like we are kissing and we close are eyes but then we open them but sometimes when he hugs me he licks my cheek. But besides that I want to compliment his lips. So what should I say? But at the same time after I compliment them I want to touch them like how he touched mine but he just touched my lips and held me close!
