Do shy guys avoid eye contact with every other girl, or with just the girl they like?

He's shy and he cannot look into my eyes, (cannot hold the eye contact with me) for more than a second and quickly looks away... do shy guys do this with each girl? or just to the girls they really like/love/have a crush on? Thanks already for answering, sweet gag fam! :)
