In most cases, guys are the ones who should advance but if you really want to, girls can as well. If you really want to be subtle about it you could hint that you like him and want to go on dates. Or you can be more aggressive and just say it blatantly in his face you want to be a couple but you have to be certain he likes you back. I have met guys who flirt a lot but don't like the girls anyways. Some men are like that. If you know he likes you then I see no reason why he should not accept your advances.
