Holding hands, for a special walk, and watching the sunset, can be a great prelude, to a kiss, or just more casual, loving touching, not overtly sexual, in public. An arm, around her waist, her leaning in, and her head on his shoulder. . .
Maybe after a walk, just being super close, and shopping for something for dinner, together, and casually just touching, and 'bumping' against each other, smiling, and laughing, feeling something arousing!
Get some sensual, Chocolate dessert thing, maybe some canned, whipped cream, and have an AMAZING night!

Holding hands can be as intricate and complex as language. You can hold hands while you eat and watch a movie and walk down the street in public or lay in bed naked. Physical contact can be as constant as you want.
Everything has it's place.
