When random women look away fast when she and I make eye contact, is it worth talking to them?

When they're random strangers, sometimes the only thing I'll pick up on is: a girl is looking at me, and when I notice and look back at her, she will look away fast. If that happens, is it worth talking to the girl, or it doesn't mean anything at all? It isn't exactly exciting, magical or electric, but when they're some random girl I don't know, that might be the only thing I notice.

If a girl looks away really quick when you make eye contact with her it either means A. She finds you attractive, another way to see this is if she looks at you and looks up and down your whole body. That means she’s probably checking you out, and that means she may be interested or at least attracted to you. Or B. She’s just socially awkward and has a hard time making eye contact. Start a conversation with her. Feel the vibe. Go from there.
