Bella I can understand how that might make the person being told feel awkward and at a loss as to how to respond. But I do think in most cases it probably means the person saying that still finds the old crush attractive. 😊
Sometimes it's just interesting to know stuff like that. Like I knew a girl who was a grade or 2 younger than me that I always wondered if she had a crush on me. I asked her like a decade after I graduated. She laughed and said she didn't. I don't know why the hell anyone would lie about something like that, but I admit that I'm not entirely convinced.
It's a way of testing the waters. There's still some attraction there and depending on how they respond, they might also be into you. Most of the time they're not but it's a way to test and see what the response is
I think because enough time has passed people that you've know for awhile use it as a way to test the waters and see how you react because part of them is still interested.
"I liked you before but no so much now." LOL For most women, if they lose their interest, their attraction and desire, or if they never had it, it's never coming back. Their brain just doesn't work that way. They either have the hots or they don't. You can't negotiate it or fabricate it.
It's good to get things off the chest, to get closure and the other person gets a pretty nice compliment.

Maybe it is just to be nice, I think it is a positive thing that others can get a crush on me. Personally I don't know for sure that someone ever had a crush on me, would actually make me feel good if someone said that to me. I'd maybe also do it if I'd get to be friends with an old crush some day. And sure, can also be that they are still interested in some way and in case you also admit to have had a crush on them maybe they will try to flirt more with you.
None for the crush except gives them notice that someone secretly was into them. For the person confessing it offers them one last chance and closure. This usually doesn't go over well, but I guess there's always a chance.
It could be both beneficial and devastating. On the one hand, the crusher comes clean and either gets his crush returned or finds out the crushee never even knew the crusher existed. Either way hurts cuzyou might be kicking yourself in the teeth for revealing or kicking yourself in the teeth for not revealing.
I think the girls I had a crush on, I should have come out and told them but it didn't happen cause I am very shy deep down plus I'm afraid of getting hurt

For a guy, there's no point in telling a female such a thing. Which is why it doesn't happen. When a woman tells a guy she used to have a crush on him, it means only one thing... she is a single mother looking for a simp to leech onto for financial support. Avoid her like the plague.
