In general I can say for sure it’s not true. I think flirting can help hitting on a girl but I know a lot of people who aren’t attractive and aren’t able to flirt but they’re engaged.
So the reason of loneliness isn’t be researched somewhere else. Maybe a guy is alone because is too shy, he can’t empathise, he has the wrong attitude (too self centred or too faking himself), he can have faults on his personality (maybe he’s too stingy or he’s to imposing)… or maybe he’s simply unlucky and lives in a bigoted community or a community mostly composed by males. There can be a whole lot of different reasons for being single, and none of them have anything to do with flirting skills.

It can matter but attractiveness is relative, it depends by personal tastes.. and if you don’t have great deformities or you’re not a dwarf, you’re just a regular guy so… you’ve the same possibilities everyone has.

It all depends on how attractive you are. I've had women approach and ask me out on dates that I had never spoken to before. I'm not saying I don't know how to flirt, I'm just saying some women will develop a crush on you even when you don't interact with them, and occasionally they take risks. So you could easily have no real conversation skills, but if a girl is around you for long enough for example in a class or at a job and you are hot and seem intelligent and interesting, she might ask you out even if you don't know who she is.

They try a few times, in the wrong places and wrong times, and they don't try enough to learn from their mistakes and improve.

If you are nervous around the ladies, do something in a group like, for example, organize a group from work to go out to happy hour on Thursday afternoons. It is much easier to talk to a woman when you are in a group because then you don't have the obvious pressures of trying to act like you are on a date. Or get a friend to arrange a blind date and do a double date thing. That allows you to see how your guy friend interacts with his date and learn from his example.

Unattractive is a relative term. You may be unattractive to some girls.

Statistics don't mean jack shit! What if a guy is short and statistics say that 80% of all girls reject a guy his height? That doesn't matter, because he only needs ONE girl - not 50% of all girls - to want him.

Flirting isn't necessarily a prerequisite for having a meaningful relationship with a woman, although it's clearly a nice arrow for a guy to have in his quiver. I think conversational skills are more crucial for success in dating, and of course, don't forget about the greatest tool of all -- the ability, willingness needed to be a good sss kisser. lol
