Does staring and smiling indicate Attraction?

Sometimes I catch my coworker staring and Smiling at me with wide focused eyes when I‘m Talking to someone. He doesn't Look away when I catch him staring. Most of the Time however He Acts normal and polite and He doesn't Show any interest in getting to know me.

Why does he do that? I've Seen this Look on men checking out attraktive women but I don’t think He does Because He ignores me Most of the Time While being chatty with other Older female coworkers. When we Talk He is always polite but short. I've Never Seen him Stare like that at anyone else

I think he finds you attractive, he is probably too shy to ask you out. He might also be apprehensive about dating a coworker. Maybe if you’re interested you can flirt back and gauge his reaction.

he has enough time to flirt with other female coworkers though... but he flirts with them differently by making jokes and chatting about private stuff. with me he only gives me long stares and smiles

He seems confident around be and just not interested in getting to know me. with the coworker he always talks to he sometimes seems shy other times confident and he always wants to be alone with her + she is very attractive so I think he has a thing for her and I am only good to boost his ego but not pretty enough for anything else
