I initiate, I think if one person likes the other it doesn't really matter who starts it, what initially does matter is if he flirts back. If he shows interest you've got a good chance at more. But if he doesn't than you know your just friends. But one person shouldn't be the only one initiating either. If he shows interest, he should be doing it too.

It really depends on the guy and the girl , but most will wait for him to make the first move/flirt , and most have this mentality of " if he wanted to , he would" so we always expect men to be initiative or be more dominant
