Why do guys say to girls "hey beautiful" "how are you beautiful" "that's okay beautiful"? is it flirting or just a friendly compliment?

It's part of a European tradition -- look up "Ma Belle"/"Ciao Bella"/"Koukla"... or the American "Hello Gorgeous." It's just something to say.

it is flattery, yes...

but not necessarily 100% flirting... subtle differences

perhaps with more context, there could be more to go with and maybe think it is something more

when a guy is truly interested, then he will do more about it
