“You know you’re pretty”. Why do guys say that to girls?

Does it imply the girl presents as full of herself or arrogant? A couple guys I’ve dated or been interested in, instead of complimenting me normally like “I like how you look today” or whatever, they’ll say “you already know you’re beaut” or something. I’m worried I come off as narcissistic? I make an effort to be modest about everything.

Guys say this stuff as flattery so it's definitely not meant to be an insult. That's the type of thing I would say to a woman no matter how I really felt about her looks. Quite frankly, I believe that such speech is simply the polite thing for a man to say and should be standard for any guy who is speaking to a potential romantic interest.
