Is this younger, married guy from work flirting with me?

While at an outdoor event with students and other teachers, a colleague who works at a different site to me put his arm around my waist yesterday, twice across the day.

He was in charge of this event and I had worked on a small project with him recently. When he farewelled me, his hand sort of touched down my arm and gently touched my hand.

He is also very attentive to me on teams chat, and has organised for me to attend a conference with others and him.

I’m maybe 15 years older than him.
We are both married but this feels like flirting? Am I reading this right? There’s been other things but I couldn’t ignore this yesterday!
