Hi, I have great legs and love it when a guy tells me so. I don't find it creepy, its a compliment and I don't take it to mean he is after some. All I can say is be nice, not sleazy and be straight to the point. If she takes it as a compliment she might be worth getting to know.

You could say: "You are in really great shape, you have very toned, attractive legs." She will probably blush..or laugh. But it is sweet and she might compliment you back. Ya never know until you try!
