I barely know him. Why do you think he hugged me and what did it mean if anything?

One time he was in front of a doorway and I asked him could I go thru.

Another he tapped me on the arm and said hi.

We have mutual friends and started following each other on instagram for a while.

Today he walks right up and hugs me. And a little small talk.

Don't get me wrong, I liked it. Dude was looking fresh, I never seen him look that handsome before. But just wondering if I should see what's up...

Well he obviously has some interest in you but whether that's as friends, a friend with benefits, or romantically I (or anyone here really...) have no way of knowing that. Talk to him or show some sort of interest on your part if you are interested in him. If you only want to be friends with him make it clear you want to remain friends.
