TALK TO BOYS. You don't have to ask them out or even flirt, but at least acknowledge them, try to be friends, etc. They have to know who you are before they like you lol. Good luck! I had this same problem if it helps...and have an awesome boyfriend now. Just remember that guys are people too and like being acknowledged :) If you're even marginally pretty and as sweet as you say, I promise you will have at least one guy ask you out for prom! Be NICE is the main factor. Be friendly, open, and don't let anybody (even your closest girlfriends) hear you be judgmental towards anyone. That will go a longggg way. Hope it works out!
PS Some of my funnest dances were the ones where I didn't have a date. It's fun to dance by yourself and see who comes up to ask to dance with you...and you can dance with multiple partners throughout the night! When we got a little older and a little more aware of how to encourage guys to dance with us (smiling more, laughing, and eye flirting), my girlfriends and I would play a game to compete in the quantity and quality of guys who asked us to dance. We wrote out our "rules" before the dance and tallied up our scores at the end. A little silly, I admit, but it was a fun girl bonding experience.

It's because of that. You said it yourself...you don't talk to boys. How would they ask you out if they have no clue on HOW you are.
Put yourself out there so that you will get noticed. Try asking a guy out. I guarantee he will say yes. Guys like when a girl asks them, especially if she is pretty, like you said you are.
You don't HAVE to have a date to a dance...it's not required. Besides, it's not a good idea to go to a dance with "just a guy". Dances are special, meant to be with a boyfriend/girlfriend
