Do guys avoid liking their best friends sisters?

I like one of my bro's best friends on and off. We hang out a lot with my bro and their other guy friends because we play sports together. I hang out with the guys a lot and everyone is usually joking around with me and friendly. But he changes. Sometimes he'll be nice to me but some days his personality changes and he'll be in a bad mood and kinda acts annoyed. When we hang out he'll be kind of close, he'll look at me straight in the eyes when we talk to each other, and we sometimes flirt and we used to cuddle. A few weeks ago I asked him "there's nothing going on between us right? " and all he said was "there's nothing going on between us". After that awkward convo he seemed like he was in a hurry to leave. After he left, I was kind of hurt and confused but I acted like it didn't faze me. We didn't see each other for 2 weeks, but then afterwards we started hanging out again and we're not as intimate, but he still looks at me that same way when we talk and he still stands right next to me when we hang out. I remember my bro saying he would never want his friends dating his sisters. Is he avoiding me because he's afraid to ruin their friendship or is he just uninterested?

Basically

Boys joke about their mates little sisters all the time. They take the piss and pretend they fancy her want to take her out etc. And after about 5 minutes of teasing like this the mate will usually snap and say.

If you ever go out with my sister I will disown u/put you in a headlock for all eternity/kill you etc etc.

So for this guy to go out with you

1) he would have to ditch your bro and all mates concerned, which kind of makes him a pussy

2) you would want to date someone that did that

3)he's probably gonna be to much of a man to dis his friend by going out with you

There is a bit of an unspoken rule that you don't date your mate's sister, for a number of reasons.

1: If the relationship goes bad, it can screw up your friendship with your mate

2: It's considered a bit 'rude'. Bro's before ho's.

3: It would feel 'weird', almost incestuous or somehow homosexual. It's sort of like saying "I like the female version of you dude".

Of course, that's all pretty much crap. Sure it happens, and it often happens in reverse too. One of my better friends is my GF's brother. It's just that, that's the more common thought process, especially when younger. We generally won't "date" a mate's girlfriend, but we might marry them.
