I personally text back quickly but it doesn't mean that i like the guy and if i like someone i would definitely initiate the conversation even if i don't usually do it. but that's just me I don't know about her , my advice is to not assume anything until u ask her on a date and get to know her
it could honestly be either this is how she is with guys she likes OR that she just isn't THAT interested so she's down to hit you back but not into you enough to initiate anything. I'd either go for broke and try to f*** her or cut her lose. you need to push the issue to a conclusion rather than just letting this weird game she's playing continue
