Clearly it is optimal for them to be served as you say, hot and buttered and I do mean buttered (clover is also acceptable) margarine does not count.
But i think it is still ok to eat them cold as long as they have been toasted but not toasting them is entirely unacceptable.
The people eating them cold are 'Sock, shoe, sock, shoers' and that's just wroang, it's WROANG!

I'm a traditionalist so, I heat my buns the old fashioned way. Hot cross buns have a long history of being served warm. In the past, they were baked on Good Friday. Then, on Easter, the Master would bounce them off a slave's butt, sometimes interspersed with horsewhippings, so that the heat from the butt would transfer to the bun. This gave rise to the term 'Hot Cross Buns' because the slave would get really hot on their buns.
I prefer them toasted and covered in butter but if I've just got them eating them as they are cold before toasting them is fine too. It's better than mince pies, I really don't like them cold, it has to be baked in the oven.

Depends on how people like it more. If they like it hot then can go for it. If cold then go for it. I don't care at all. What really matters is that they are enjoying it.
