By their teens, they should know "sustenance" cooking. How to boil eggs, fry eggs, fry/grill burgers, bake bread/rolls, prep basic salads and fruit, maybe bake a cake or cookies.
by their 20's, they should have added at least a few basic techniques that will greatly enhance their repertoire. Make a roux, a basic thickener which is the base of dozens of sauces. Make emulsions, including salads dressings, mayo, marinades, etc. Varied types of meat cooking and when to use which: braising, roasting, grilling, pan-frying, etc. Learn some basic flavor profiles: Mexican/Spanish (lime, cumin). Eastern (sweet-sour, soy-based, sesame-based). Italian (cheeses, Italian herb profiles including oregano, basil, etc). Dill (potatoes, slaws, poultry). Southern ("holy trinity") of veggies, creative use of mustards, and mayo, etc. Taste as you cook to learn what you are doing to the flavor profile.
Here's an easy recipe for anyone, easy to memorize, easy to do, fairly goof-proof. . Basic biscuits: 2 c flour, 1/3 c oil, 2/3 c milk (some prefer buttermilk, but, whatever) , 1 T baking powder, 1 t baking soda, pinch of sugar (optional). Put flour on a board or in a bowl and dent the center. Add liquids in the dent. Mix well. Turn onto a floured board. Knead a dozen times or so. Roll out, about a half-inch thick. Cut with cutter or floured juice glass. Should make about a dozen biscuits. Onto a lightly greased or parchment cookie sheet. Back in preheated 400-425ºF oven , 10 minutes or until done to your liking. Enjoy with honey and/or country gravy. ( Two biscuits and gravy go for $4 to $7 at local restaurants, so learn a craft, save some money, and have yourself a nice treat. Impress your mate- maybe knead together (think the pottery scene from Ghost) :- )
Having a rudimentary understanding is somewhat necessary. The ability to follow instructions at least.

Hard to imagine getting to adulthood and not learning how to prepare food. Parents who don't teach their kids basic life skills shouldn't wonder why they never leave.
Yep. Not just cook though.. General DIY around the home, survival techniques and the ability to administer first aid!
