It's normal to look, anyone saying otherwise is just living in a fantasy. Everyone looks. Even women look at other women. What is not normal is to look obsessively, to harrass and say things.
I find most people don't want to be stared at. It's unsettling really. It's creepy.
Plus if I'm trying to have a conversation with someone and they are just staring at my tits then it's annoying. It shows a lack of self control. Lack of self discipline. Not an attractive quality to have.
in public, you can't expect people "not" to look at a thing that's showing. so if you don't want people to look, put clothing over it. that's how it works for everyone.

It's either they are stupid if they complain about why people look at their cleavage or they are just taking advantage of the fact that people give them sympathy by playing the victim when someone just get a glimpse on there cleavages. If they really want the rights to be so revealing and to go topless just like men then they should also just be treated like men and just close the sympathy gap and tell them to take it like a man if anyone just simply compliments their boobs.

I have zero respect for women who dress provocatively in public and then whine about the attention they get. It's a combination of dishonesty and entitlement that many women exhibit today that is especially disgusting.

It's fine to look as long as you're not rude or creepy about it. Women dress like that to draw attention, so they shouldn't be surprised when they get it, even if it's not aways from the men they want it from.
