I don't agree that you're programmed to stare. You're programmed to LOOK. Staring doesn't make it any more likely you'll successfully reproduce. Omg. The only time a woman gets mad is when guys are acting like total perves about. If you do a quick glance okay but don't go frickin' 60 seconds staring at a girls rack. Also sometimes it's by accident.

During my freshman year in college I loved wearing polo's and one day at work when I bent over the service counter to grab an item my button came undone and unbeknownst to me my cleavage was on display to a male co-worker. My female co-worker told me when I stood back up what had happened. I was completely embarrassed. The male co-worker was staring at it the whole time I was bent over and turned away when I stood back up. Since then I've pretty much erased polos and button down shirts from my wardrobe. (I've had wardrobe malfunctions with button downs as well)

These girls are dependent on others to boost their confidence. Then their are girls who like accentuate their assets just because they have confidence in their body and they have nothing to hide, plus it makes them feel good.
