It drives me batty when my female students should be focused and working but they are distracted by their own hair. Combing, brushing, or otherwise screwing around with it. Boys have their distractions, too. Usually it's some toy they have managed to sneak in, or chewing on their clothes (don't ask me why boys do this).

I'd think it's cute if it's a girl I find attractive and probably playfully tease her about it. If it's an average girl that I see nothing special about them, I'd think nothing of it.
Playing with hair can either be a sign of boredom, attraction, or nervousness. You can usually tell depending on how its played with. I see no reason for it to annoy me. It's just body language.
Guys can't complain; they do it too. :P
