Girls, why do so many women have "whale tail"?

I never wear thongs, but I've seen on the street or at the university some girls with "whale tail" or others that their thong is totally marked through the leggins. Isn't that embarrassing?

For those who don't know a whale tail is the shape formed when a thong rides up high over a girl pants.
