There are some countries in which women are allowed to walk topless but most women prefer not to because they don't want to get lewd comments/attention. Breast are considered as sexual part of the body.
I've seen how some people blame the rape victim. They say, she used to wear revealing clothes, she walked around semi naked, she asked for it. I think it's BS, of course.

My thing has always been, it's a sexual thing above all else and I honestly would not care if women did expose their chest in the sense I wouldn't think it's "wrong" or shouldn't be done. For a long time, western men didn't show theirs either. I imagine breasts got highly sexualized during this time when an ankle was considered scandalous. So as layers started to come back off, breasts were off limits due to being made to be thought very pornographic by "society" during the many clothed times. In societies where this covering up didn't become widespread, women do go topless.

Actually in the US most states allow women to go topless, In Canada it's legal everywhere. It's purely convention that prevents it.
