It's fine in some cases but when you use the word beautiful or gorgeous, it's rather flirtatious. Generally, I think it's okay, but depending your interactions with her, not just that day, but each time you're around each other.
The way you say it and the next sentence after the compliment will be crucial as well, for changing the atmosphere or making either/both of you catch feelings.
For example, is it an unexpected moment where both of you exchange eye contact? That'd sound too intense. Or just randomly as a friendly compliment? Things like that.
And I would say maybe don't call her "beautiful" as in"Hello beautiful!" But an adjective as in "Wow you look beautiful!" You can make it sound like she "looks" beautiful on that specific occasion, to reduce awkwardness, misunderstanding, or catching feelings, etc. even though you have thought that she "is" beautiful.
And I think it might be better to wait until you've known her and her husband as friends to tell her, not when you have just met her, that's if you're worried about being misinterpreted as trying to hit on her. Just my opinion.

I think it's more about having respect for her husband. I wouldn't mind someone calling me beautiful (although it could come across as weird) but I know that my boyfriend definitely wouldn't be okay with it. Of course there's nothing wrong with thinking it but sometimes it's best to keep it to yourself. Maybe if you really feel the need to say something you can word it like "____ you're such a lucky guy, a beautiful wife, ___,___, etc."

Just say it in an innocent and genuine way, not like you are hitting on her. My ex’s friend always complimented me - usually he would say hi to my husband first, then hi to me with a kiss on the cheek and say something like “wow you look beautiful to day” right in front of my ex. I think it's perfectly fine to acknowledge a woman's beauty. Just realize that some times it's not always appropriate. Like I know some wives that don't hear it enough from their spouse. So if it's infrequent then your compliment could be received quite well. But if said too often it sounds like a cheap attempt to get in her pants. It might be true but let's not.
