First question first.

Why was this question asked under the "Sexuality" topic? I have moved it to "Girl's Behavior" since there is nothing sexual about the question.

Now, of course there are sadistic women in the world but I would say that the ratio is about 1/1,000 compared to men.

The reason being that women are more emphatic in general and not as violent as guys are. As I said, there are exception to every rule.
