She could really like you but just has commitment issues. Maybe not ready for a relationship, scared of getting in one, bad past experiences, insecurities. Some women fear rejection so they push others away before they push them away. Unfortunately maybe you are being rejected and she is more invested in someone else, which I know really sucks. I would keep it light and flirty to let her know you’re very much interested in her and not about to ghost her. But also try not come across as too strong if she is worried about rushing things. Remember sometimes women who aren’t in a place to be ready for a relationship has nothing to do with you, it isn’t personal. Good luck!
