No they're not. Every city, country, island, place etc has good looking and ugly people.

Yes, they are because of the traditional class system.

Everyone already has a station in society so they don't try.

The middle class people put in the most effort to look good and eat healthy and be attractive.

The traditional working class doesn't care because it isn't their 'place' to look good. They aren't 'supposed' to be attractive.

And the posh os are told they look good no matter what they look like, because of their birth status, so they don't try.
