Girls, what does it mean if a random woman does this to a guy?

I was sitting on a chair in a furniture store near the entrance, just looking at my phone and I noticed a particular woman walk in the store out of the corner of my eye. When she went to grab her cart, I saw that she noticed me almost immediately. She slowly walked past me close, while her eyes seemed to be fixated on me. After she was behind me, she turned around and walked past me the opposite direction. When she was right beside me this time, she stopped for a few seconds and just stood there. Then, she started walking toward the aisles in the store to seemingly begin shopping. When she got to the closest aisle, about 15-20 feet away from me, she put her hair up in a ponytail. Next, to my surprise, she turned toward me again and gazed deeply into my eyes for about 4-5 seconds with her tongue sort of pressed up against her cheek/teeth. When she saw I wasn’t paying attention or reacting, she just turned around and started to browse the items in the store. (I was wearing sunglasses so she couldn’t see that I was actually looking at her) Similar events have happed to me in the past and this is just one example. I never react or respond when this happens. What exactly was happening here and what was I expected to do in this situation?
