Yes you can have nice toned legs that look good and proportional on you. But don't try to force yourself to look just like every other girl. A LOT of guys LOVE curvy legs on a girl with a bit of muscle on them.
If you feel fat, though, there's nothing that says you can't improve your body and your body image.
1. Eat lots of lean protein, 1g per lb of ideal bodyweight.
2. All the fruits and veggies you want.
3. whole grains instead of refined white ones, avoid sugar, save it for a treat
5. smaller meals through the day to keep you full
6. water and green tea like it's going out of style
7. doing squats and lunges 5 days a week, like 3 sets of 15, will slim your legs up in no time. But you GOTTA eat right or it won't work.

Hah, welcome to my world. I'm petite, 5'1, and athletic, short, stocky build. I can have the same measurements as someone who is 5'9 and has small legs, and they still look thick.
However, with training, and working them, thick legs look hot.
I see chicks at the gym who are short and have toned, thick, in shape legs and they look awesome.
Ive had men insist they like my legs, and my friends tell me they like them, so really, thick legs can't be that bad.

it just depends on your body type I know a girl under 5ft and she's super slim maybe 80-90 pounds and another friend that's 5'2 and super curvy (not fat) :)
