I did that! That's why those ampersands are in there. I restructured it a couple times so it'd fit and it WAS down to 145 characters when I tried to post it. It claims it was either too long or too short!

It happens in PM's, too. They ALLOW you to go up to 1000 characters but, if you go past 993 (or 4), it says it's too long! If I can't get it any shorter and it IS a bit less than 993 and I'm STILL told it's too long, I'll copy it, delete what's on the screen, paste it back in, add a single character and then delete it and it SHOULD post.
If you go beyond 993 while typing, it seems to assume that you're too long, even if you cut it down to like 985. Once you go over the limit, it'll always tell you it's too long. Why set the limit at 1000 if we're not allowed to go past 993?
