See through bra in public?

My girlfriend and I were out with college at a bar and she wanted to look sexy. She had a shirt on buttoned down very far and a lace blue bra underneath. This is fine but the shirt was unbottoned so much she had to keep fixing it. At certain points the shirt would fall to one side of her bra and half her see through bra could be seen. You could clearly see her nipple when this happened. She would then reset her top to hide this but it would happen again shortly. Why did she do this. Was it to look sexy or get attention or to show off to other people. She isn't that type so I am confused.
