I will give you the female prospective based on my own experience and tell you, the reason why these women are engaging with you openly Is because they figure since you show any signs of interest you are not going to hit on them or make forward and inappropriate comments. Therefore, they can relax and talk to you and be as comfortable as possible with that since you aren't staring them down or flirting with them or following them around. You are pretty much "safe territory" and they can say, do or dress however they want around you because you don't show the slightest bit of interest.
